The liner is perforated with the film, but there is a clear, synthetic backing that is adhered to the backside of the release liner. The liner is, therefore, not completely perforated. The clear lining is removable manually but requires separation of the clear from the liner.
The perforation is done by an outside vendor after Arlon cast and coats the film.
